They must implement the prescribed actions in the company's "2019 Policy Goal Decomposition Implementation Plan," utilize discretionary actions, clarify target requirements, and, based on the existing foundation, further revise and improve their unit's "2019 Policy Goal Decomposition Implementation Plan" to ensure the scientific and effectiveness of the policy goal decomposition implementation plan.
